2 U.S.C. § 1711 — Establishment of program by Librarian of Congress

(a) After consulting the National Recording Preservation Board, the Librarian must implement a comprehensive national sound-recording preservation program with archivists, educators, historians, copyright owners, recording-industry representatives, and others involved in preservation, while considering Board studies. (b) The program must (1) coordinate public- and private-sector work so efforts are effective and complementary; (2) build public awareness and support; (3) increase access to recordings for education; (4) conduct needed studies and investigations, including the effectiveness of new technologies, and recommend improvements; and (5) use the Library of Congress audiovisual conservation center in Culpeper, Virginia, to ensure preserved National Recording Registry recordings are properly stored and, as appropriate under title 17 and copyright agreements, made available to researchers, scholars, and the public.
