(a) In general Even if another law says otherwise, the rate of basic pay payable to an individual upon appointment to a position with the Capitol Police must be at a rate within the minimum and maximum pay rates applicable to the position. (b) Effective date This section must apply to fiscal year 2003 and each fiscal year thereafter.

Notwithstanding any other provision of law, the rate of basic pay payable to an individual upon appointment to a position with the Capitol Police shall be at a rate within the minimum and maximum pay rates applicable to the position.
This section shall apply to fiscal year 2003 and each fiscal year thereafter.
