The Legislative Counsel can spend money needed to run the Office. Spending must follow rules the Speaker of the House has approved.
The Legislative Counsel may make expenditures — spend money — as needed for the Office to function. This spending isn't unlimited or unsupervised: it must follow "policies and procedures approved by the Speaker" of the House. The section doesn't spell out what those policies must contain; it only requires that spending stay within whatever rules the Speaker has approved.
In accordance with policies and procedures approved by the Speaker, the Legislative Counsel may make such expenditures as may be necessary or appropriate for the functioning of the Office.
