2 U.S.C. § 6561 — Advance payments by Secretary of Senate

For fiscal year 1998 and later fiscal years, the Secretary of the Senate may make advance payments under contracts or agreements for government services or articles without following 31 U.S.C. § 3324. The payments must follow Senate Rules and Administration Committee regulations, and the authority begins only when those regulations are issued.
(a) Authorization. For fiscal year 1998 and every later fiscal year, the Secretary of the Senate may make advance payments under a contract or other agreement to provide a service or deliver an article to the United States Government, without regard to 31 U.S.C. § 3324. (b) Regulations. An advance payment authorized by subsection (a) must follow regulations issued by the Senate Committee on Rules and Administration. (c) Effective date. The authority in subsection (a) does not take effect until the regulations required by subsection (b) are issued.
For fiscal year 1998, and each fiscal year thereafter, the Secretary of the Senate is authorized to make advance payments under a contract or other agreement to provide a service or deliver an article for the United States Government without regard to the provisions of section 3324 of title 31.
An advance payment authorized by subsection (a) shall be made in accordance with regulations issued by the Committee on Rules and Administration of the Senate.
The authority granted by subsection (a) shall not take effect until regulations are issued pursuant to subsection (b).
