A State may not count most chapter payments when deciding a local educational agency’s eligibility for, or amount of, State aid for free public education.
A State may not consider payments under this chapter, other than subchapter VII, when deciding whether a local educational agency qualifies for State aid, or how much aid it receives, for providing children free public education.
A State shall not take into consideration payments under this chapter (other than under subchapter VII) in determining the eligibility of any local educational agency in that State for State aid, or the amount of State aid, with respect to free public education of children.
