A State that opts out of, or does not receive, funding for a chapter program is not required to carry out that program’s requirements. No State is required to participate in a chapter program.
A State that opts out of receiving funds, or is not awarded funds, under one or more chapter programs need not carry out those programs’ requirements. Nothing in this chapter requires a State to participate in any chapter program.
Any State that opts out of receiving funds, or that has not been awarded funds, under one or more programs under this chapter shall not be required to carry out any of the requirements of such program or programs, and nothing in this chapter shall be construed to require a State to participate in any program under this chapter.
