Except for section 6398(b), this chapter does not authorize a nationwide database of personally identifiable information about people involved in chapter studies or data collections.
Except for section 6398(b) of this title, nothing in this chapter may be interpreted to authorize developing a nationwide database of personally identifiable information about people involved in studies or other data collections under this chapter.
Nothing in this chapter (other than section 6398(b) of this title) shall be construed to authorize the development of a nationwide database of personally identifiable information on individuals involved in studies or other collections of data under this chapter.
