The commission must periodically inspect navigable river channels. It must assess effects from permitted hydraulic mining and erosion.
The commission must periodically determine the condition of the navigable channels of the river systems, using cross-section surveys or other methods. It must do this to determine the effects of hydraulic-mining operations allowed by its orders and of erosion, whether natural or not.
The said commission shall from time to time note the conditions of the navigable channels of said river systems, by cross-section surveys or otherwise, in order to ascertain the effect therein of such hydraulic mining operations as may be permitted by its orders and such as is caused by erosion, natural or otherwise.
