A qualifying state's grant increase can't be more than 10 percent of its average funding. That average is based on the state's three most recent covered formula grant awards.
The increase a state gets under the covered formula grants can be at most 10 percent. This percentage is measured against the average of the state's total funding from its three most recent covered formula grant* awards.
The amount of the increase provided to a State under the covered formula grants under this chapter shall be equal to not more than 10 percent of the average of the total amount of funding provided to the State under the covered formula grants under the 3 most recent awards to the State.
