This subchapter's funding, up to $10,000,000 a year for 2013 through 2015, doesn't come from new money. Instead, it's taken out of the grant funds already appropriated under section 40701(j).
Any money used to carry out this subchapter — up to $10,000,000 for each of fiscal years 2013 through 2015 — must come out of the funds already appropriated under section 40701(j) of this title for grants under that section. It is not new, additional funding.
Any funds appropriated to carry out this subchapter, not to exceed $10,000,000 for each of fiscal years 2013 through 2015, shall be derived from amounts appropriated pursuant to subsection (j) of section 40701 of this title in each such fiscal year for grants under such section.
