36 U.S.C. § 151704 — Officers and employees

(a) Secretary of the Board. (1) The Librarian of Congress appoints a Secretary of the Board, who serves as the corporation's executive director, and the Librarian can remove the Secretary. (2) The Secretary must know and have experience in (A) film preservation and restoration work, (B) managing finances, and (C) raising money. (b) Appointment of Officers. Other than the Secretary, the board of directors appoints, removes, and replaces the corporation's officers. (c) Appointment of Employees. Other than the Secretary, the Secretary appoints, removes, and replaces the corporation's employees. (d) Status and Compensation of Employees. The corporation's employees, including the Secretary, are not employees of the Library of Congress. They are hired and fired without following the usual federal competitive-service rules in title 5. They can be paid without following certain federal pay rules in title 5 — but no employee can be paid more each year than the top pay rate for a GS-15 federal employee.
