36 U.S.C. § 152404 — Officers and employees

(a) Secretary of the Board — The Librarian appoints a Secretary of the Board, who acts as the corporation's executive director. The Librarian can remove the Secretary. The Secretary must know about and have experience with: sound recording preservation and restoration; financial management; and fundraising. (b) Appointment of Officers — Other than the Secretary, the board of directors appoints, removes, and replaces the corporation's officers. (c) Appointment of Employees — Other than the Secretary, the Secretary appoints, removes, and replaces the corporation's employees. (d) Status and Compensation of Employees — Employees of the corporation, including the Secretary, are not Library of Congress employees. They are hired and fired without following title 5's rules for competitive-service jobs. They can be paid without following the usual federal pay-scale rules in title 5, except that no employee can be paid more than the yearly base pay for level 15 of the General Schedule under section 5107 of title 5.
