36 U.S.C. § 220104 — Governing body

(a) Board of Governors.— (1) The board of governors is the corporation's governing body. It is responsible for the corporation's general policies and programs, and for controlling its affairs and property. (2) Members elect the board for terms and in classes set by the corporation's bylaws. The board includes— (A) six members appointed by the President; (B) the Secretary of Defense or the Secretary's designee; and (C) representatives of the civilian organizations listed in section 220102(4) of this title, and of the public at large, as set out in the bylaws. (3) The corporation may have other governing bodies or committees as set out in the bylaws. (b) Officers.— (1) The corporation must offer the President the honorary chairman position. If the President accepts, the honorary chairman is invited to preside at corporation meetings the honorary chairman thinks are appropriate. (2) The corporation may have other officers as set out in the bylaws.
