36 U.S.C. § 22103 — Governing body

(a) Executive Council (1) The executive council runs the corporation day to day, but the corporation's members can still give it direction, at annual meetings or at other meetings called under the constitution, bylaws, or regulations. (2) The council includes a president, an honorary president, a number of vice presidents and honorary vice presidents (as set by the constitution), a secretary, a treasurer, and at least 24 other members. (b) Election and Terms Each year, at the corporation's annual meeting, its officers and one-third of the council's other members must be elected. However, the corporation's constitution can let the council (1) elect the secretary and treasurer for set terms instead, and (2) fill empty seats itself until the next annual meeting.
