36 U.S.C. § 300103 — Membership and chapters

Anyone in the United States or its territories can become a member by paying the fee set in the bylaws. Local chapters are the corporation's local units, and the corporation sets rules for chartering, overseeing, and requiring compliance from them. Every chapter must follow democratic election rules for choosing its own leaders and convention delegates.
(a) Membership. Membership in the corporation is open to everyone in the United States and its territories and possessions. Joining requires paying whatever amount the bylaws specify, or meeting whatever other requirement the bylaws set.
(b) Chapters. (1) Chapters are the corporation's local units. The corporation must set policies and rules covering: (A) granting charters to chapters and revoking those charters; (B) each chapter's territorial jurisdiction; (C) how chapters relate to the corporation; and (D) making sure chapters follow the corporation's policies and rules. (2) These policies and rules must require every chapter to follow the same democratic election principles set out in the bylaws when it elects its own governing body and picks delegates to the corporation's annual meeting.
Membership in the corporation is open to all the people of the United States and its territories and possessions, on payment of an amount specified, or as otherwise provided, in the bylaws.
The chapters of the corporation are the local units of the corporation. The corporation shall prescribe policies and regulations related to—
granting charters to the chapters and revoking those charters;
the territorial jurisdiction of the chapters;
the relationship of the chapters to the corporation; and
compliance by the chapters with the policies and regulations of the corporation.
The policies and regulations shall require that each chapter adhere to the democratic principles of election specified in the bylaws in electing the governing body of the chapter and selecting delegates to the annual meeting of the corporation.
