This law authorizes federal funding for the Help America Vote Foundation. Congress may appropriate $5,000,000 for fiscal year 2003. Later years get whatever funding is necessary.
Congress is authorized to appropriate money to the foundation to carry out this chapter's purposes:
(1) $5,000,000 for fiscal year 2003; and
(2) whatever amount is needed for each fiscal year after that.
There are authorized to be appropriated to the foundation for carrying out the purposes of this chapter—
$5,000,000 for fiscal year 2003; and
such sums as may be necessary for each succeeding fiscal year.
