The Postal Regulatory Commission can write its own rules, regulations, and procedures — following chapters 5 and 7 of title 5 — to carry out its duties. The Postal Service has no power to change or oversee those rules.
The Postal Regulatory Commission must make rules and regulations, set up procedures, and take any other action it thinks necessary and proper to carry out its functions and obligations to the government and the people, as required by this title — subject to chapters 5 and 7 of title 5. These rules, regulations, procedures, and actions are not subject to any change or supervision by the Postal Service.
The Postal Regulatory Commission shall promulgate rules and regulations and establish procedures, subject to chapters 5 and 7 of title 5, and take any other action they deem necessary and proper to carry out their functions and obligations to the Government of the United States and the people as prescribed under this title. Such rules, regulations, procedures, and actions shall not be subject to any change or supervision by the Postal Service.
