40 U.S.C. § 17505 — Presidential report

(a) Summary and analysis of agency statements. With the budget submitted under section 1105 of title 31 each year, or in a separate written report to Congress, the President must include a summary and analysis of the statements agency heads most recently submitted under section 17504(a) of this title. (b) Contents of summary and analysis. Each summary and analysis must review, for the prior fiscal year, the current fiscal year, and the fiscal year the budget covers, the cost savings that have been achieved, are estimated to be achieved, and could be achieved in vehicle acquisition, maintenance, leasing, operation, and disposal by executive agencies through: (1) using a qualified private fleet management firm or other private contractor; (2) relying more on the Interagency Fleet Management System the Administrator of General Services runs; or (3) other existing vehicle management systems.
