Each executive agency must include a vehicle-cost statement with its yearly budget request. The statement must show past and estimated future vehicle costs. It must also explain why the agency can't use a cheaper federal fleet option instead.

(a) Contents of statement. With its yearly appropriation request under section 1108 of title 31, each executive agency's head must include a statement that: (1) specifies (A) the agency's total motor vehicle acquisition, maintenance, leasing, operation, and disposal costs for the most recently completed fiscal year, and (B) an estimate of those costs for the year the request covers and the year after; and (2) explains why the agency's current and any new vehicle needs can't be met more cheaply through the Interagency Fleet Management System, a qualified private fleet management firm, or any other less costly method. (b) Compliance with requirements. Each agency head must follow the requirements set under section 17503(b) of this title when preparing this statement.
