42 U.S.C. § 12671 — Projects

(a) Definition: In this section, "administrative organization" means a private nonprofit that has an agreement with the Corporation to carry out this section.

(b) Identification of projects: (1) Estimated number -- By March 1, 2002, the administrative organization, after getting guidance from relevant federal officials like the Director^* of the Office of Homeland Security and the Attorney General, must (A) estimate how many people were killed in the September 11, 2001 terrorist attacks (called the "estimated number" in this section), and (B) make a list naming each such victim and the state^* where that victim lived. (2) Identified projects -- The organization may then identify roughly that same number of community-based national and community service projects that meet the requirements in subsection (d). It may name these projects after the victims, but only after getting permission from an appropriate family member of the victim and from the group running the project^*.

(c) Eligible entities: A project can only be named under this section if the group running it is one of these: a political subdivision of a state, a business, a nonprofit (which can be a religious organization), an Indian tribe, or a college or university.

(d) Projects: The organization can only name projects that (1) advance unity and improve quality of life in communities, and (2) will be planned, or will start being carried out, within a reasonable time after January 10, 2002, as the organization decides.

(e) Website and database: The organization must build and maintain websites and databases that describe the named projects and give the public a way to recognize them.
