42 U.S.C. § 16105 — Biodiesel engine testing program

(a) In general. Within 180 days of August 8, 2005, the Secretary of Energy had to start a partnership with diesel engine makers, diesel fuel injection system makers, diesel vehicle manufacturers, and diesel and biodiesel fuel providers, to test biodiesel as part of advanced diesel engine and fuel system technology. (b) Scope. The program must test how biodiesel from different sources affects current and future emissions-control technology, focusing on: how biodiesel affects emissions warranties, in-use liability, and anti-tampering rules; how using biodiesel long-term affects engine operation; how to get the best emissions and performance results when switching between biodiesel and regular diesel; and what happens when biodiesel is blended with the 2006 EPA-mandated diesel fuel (capped at 15 parts per million of sulfur). (c) Report. Within 2 years of August 8, 2005, the Secretary had to give Congress an interim report on the program's findings, including a full analysis of how biodiesel affects engine operation — both for current diesel technology and for technology expected in the future — plus recommendations for getting the best emissions cuts and engine performance while using biodiesel. (d) Authorization of appropriations. Congress authorized $5,000,000 for each year from 2006 through 2010 to run this program. (e) Definition. "Biodiesel" means a diesel-fuel substitute made from nonpetroleum renewable resources that meets the EPA's fuel-and-fuel-additive registration rules and meets a specific ASTM biodiesel blend-stock standard (D6751-02a).
