42 U.S.C. § 16311 — Science

(a) In general: The Secretary must run, through the Office of Science, research, development, demonstration, and commercial-application programs in high energy physics, nuclear physics, biological and environmental research, basic energy sciences, advanced scientific computing research, and fusion energy sciences, including the activities described elsewhere in this part. These programs must include support for facilities and infrastructure, education, outreach, information, analysis, and coordination. (b) Authorization of appropriations: Money is authorized for the Office of Science's research, development, demonstration, and commercial-application activities as a whole — covering basic energy sciences, advanced scientific and computing research, biological and environmental research, fusion energy sciences, high energy physics, nuclear physics, research analysis, and infrastructure support: (1) $4,153,000,000 for fiscal year 2007; (2) $4,586,000,000 for 2008; (3) $5,200,000,000 for 2009; (4) $5,814,000,000 for 2010; (5) $5,247,000,000 for 2011; (6) $5,614,000,000 for 2012; and (7) $6,007,000,000 for 2013. (c) Allocations: Out of the amounts in (b), the following specific sums are authorized: (1) For Fusion Energy Sciences (including activities under section 16312): (A) $355,500,000 for 2007, (B) $369,500,000 for 2008, (C) $384,800,000 for 2009, and (D) on top of those amounts, whatever sums are necessary for ITER construction, within the limits of section 16312(c)(5). (2) For the catalysis research program (section 16313): (A) $36,500,000 for 2007, (B) $38,200,000 for 2008, and (C) whatever sums are necessary for 2009. (3) For the Systems Biology Program (section 16317): whatever sums are necessary for each of fiscal years 2007 through 2009. (4) For the Energy and Water Supplies program (section 16319): $30,000,000 for each of fiscal years 2007 through 2009. (5) For energy research fellowships (section 16324): $40,000,000 for each of fiscal years 2007 through 2009. (6) For advanced scientific computing activities: (A) $270,000,000 for 2007, (B) $350,000,000 for 2008, and (C) $375,000,000 for 2009. (7) For the science and engineering education pilot program (section 16323): (A) $4,000,000 for each of fiscal years 2007 and 2008, and (B) $8,000,000 for 2009. (d) Integrated bioenergy research and development: On top of the amounts above, $49,000,000 is authorized for each of fiscal years 2005 through 2009 for integrated bioenergy research and development programs, projects, and activities. This work must be coordinated with related ongoing programs at other federal agencies, including the National Science Foundation's Plant Genome Program. Of this money, at least $5,000,000 each fiscal year must go to training and education targeted at minority and socially disadvantaged farmers and ranchers.
