42 U.S.C. § 16321 — Facility for Rare Isotope Beams

The Secretary must build and operate a Facility for Rare Isotope Beams, beginning construction by September 30, 2008. Federal spending before the Accelerator operates may not exceed $1.1 billion.
(a) The Secretary* must construct and operate a Facility for Rare Isotope Beams and must begin construction no later than September 30, 2008. (b) Congress authorizes whatever amounts are needed, but before the Accelerator operates the Secretary may not spend more than $1,100,000,000 in Federal funds on all Facility-related activities.
The Secretary* shall construct and operate a Facility for Rare Isotope Beams. The Secretary shall commence construction no later than September 30, 2008.
There are authorized to be appropriated to the Secretary such sums as may be necessary to carry out this section. The Secretary shall not spend more than $1,100,000,000 in Federal funds for all activities associated with the Facility for Rare Isotope Beams, prior to operation of the Accelerator.
