42 U.S.C. § 16324 — Energy research fellowships

The Secretary must establish fellowships for postdoctoral energy researchers and senior energy researchers. Senior fellowships must last at least 3 years and consider past and expected accomplishment.
(a) The Secretary* must establish fellowships encouraging outstanding young scientists and engineers to take postdoctoral energy research and development appointments at higher-education institutions they choose. (b)(1) The Secretary must establish fellowships allowing outstanding senior researchers and their groups to pursue energy research and development topics they choose for a period set by the Secretary of at least 3 years. (2) In awarding one, the Secretary must consider the researcher’s past scientific or technical accomplishments and potential for continued accomplishment during the fellowship.
The Secretary* shall establish a program under which the Secretary provides fellowships to encourage outstanding young scientists and engineers to pursue postdoctoral research appointments in energy research and development at institutions of higher education of their choice.
The Secretary shall establish a program under which the Secretary provides fellowships to allow outstanding senior researchers and their research groups in energy research and development to explore research and development topics of their choosing for a period of not less than 3 years, to be determined by the Secretary.
In providing a fellowship under the program described in paragraph (1), the Secretary shall consider—
the past scientific or technical accomplishment of a senior researcher; and
the potential for continued accomplishment by the researcher during the period of the fellowship.
