42 U.S.C. § 17301 — Prohibition on market manipulation

This section makes it unlawful to use a manipulative or deceptive device in connection with wholesale purchases or sales of crude oil, gasoline, or petroleum distillates. The prohibition is subject to necessary Federal Trade Commission rules and regulations.
A person may not directly or indirectly use a manipulative or deceptive device or scheme in connection with a wholesale purchase or sale of crude oil, gasoline, or petroleum distillates, in violation of Federal Trade Commission rules or regulations prescribed as necessary or appropriate for the public interest or to protect United States citizens.
It is unlawful for any person, directly or indirectly, to use or employ, in connection with the purchase or sale of crude oil 1 gasoline or petroleum distillates at wholesale, any manipulative or deceptive device or contrivance, in contravention of such rules and regulations as the Federal Trade Commission may prescribe as necessary or appropriate in the public interest or for the protection of United States citizens.
