42 U.S.C. § 18775 — Plan for the modeling and forecasting of demand for minerals used in the energy sector

(a) Plan
Within 180 days of November 15, 2021, the Administrator^*, working with the Director^* of the U.S. Geological Survey, must create a plan for modeling and forecasting demand for energy technologies -- used to produce, transmit, or store energy -- that use minerals that are, or could be, designated critical minerals. This plan must identify: the type and amount of minerals each energy technology uses; existing markets for manufactured energy-producing, transmission, and storage equipment; and emerging or potential markets for new energy technologies just entering commercial use.

(b) Metrics
The plan must forecast demand for energy technology over the next 1, 5, and 10 years from when the plan is finished, broken down by economic sector, and by any other measures the Administrator and the Interior Department's U.S. Geological Survey decide are needed for the Annual Critical Minerals Outlook^*.

(c) Collaboration
The Administrator must develop this plan by consulting with the Secretary^* of Energy about where emerging energy technologies are headed, and with the Secretary of the Interior (through the U.S. Geological Survey) to coordinate, avoid duplicating work, and match the demand analysis with data on where the minerals are produced, refined, and processed into energy technology parts.
