42 U.S.C. § 18802 — Career skills training

(a) “Eligible entity” means a nonprofit partnership with equal participation by industry, including public or private employers, and labor organizations, including joint labor-management training programs. It may also include workforce boards, community organizations, service and conservation corps, schools, small businesses, cooperatives, State^* and local veterans agencies, and veterans organizations. It must show experience running worker training and education, the ability to identify and involve people who would benefit from and participate in energy-efficiency and renewable-energy work, and the ability to help people become economically self-sufficient. (b) The Secretary^* must award grants to pay the Federal share of career-skills programs in which students receive classroom instruction and on-the-job training at the same time to obtain an industry certification for installing efficient building technologies. (c) The Federal share is 50%. (d) Congress authorizes $10,000,000 for fiscal year 2022, available until spent.
