Congress can appropriate whatever money is needed to run this part of the vaccine law for fiscal years 2004 and 2005. A separate, similarly open-ended authorization covers the funding described in section 300aa–2(9) specifically.
To carry out this part other than section 300aa–2(9) of this title there are authorized to be appropriated such sums as may be necessary for each of the fiscal years 2004 and 2005.
