42 U.S.C. § 300ee–20 — Technical assistance and provision by Secretary of supplies and services in lieu of grant funds

(a) Technical assistance The Secretary may give states training and technical assistance on planning, developing, and running any program or service under this part. The Secretary can provide this directly, or through grants or contracts. (b) Provision by Secretary of supplies and services in lieu of grant funds (1) If a state receiving payments under this part asks, the Secretary may -- subject to paragraph (2) -- provide supplies, equipment, and services to help the state carry out this part, and may assign a Department of Health and Human Services employee to the state for this purpose. (2) For such a request, the Secretary must reduce the state's payment under section 300ee-11(a) by an amount equal to the cost of assigning staff plus the fair market value of any supplies, equipment, or services provided. The Secretary uses the withheld amount to pay for those costs.
