42 U.S.C. § 300x–58 — Technical assistance and provision of supplies and services in lieu of grant funds

(a) Technical assistance — The Secretary must give free technical help to any State getting a grant — or to a public or nonprofit organization within that State — with planning, developing, and running programs or services under the grant. This help can come directly from the Secretary, through a contract, or through separate grants. (b) Provision of supplies and services in lieu of grant funds — (1) In general. If a State asks, the Secretary can, subject to paragraph (2), give the State supplies, equipment, or services to help it run its program instead of cash — and can even lend the State a federal employee to help. (2) Corresponding reduction in payments. Whenever the Secretary does this, the Secretary must reduce the State's regular grant payments by the cost of lending that staff member plus the fair market value of whatever supplies, equipment, or services were provided, and must use that withheld money to cover those costs.
