No federal money can fund more than one Government Publishing Office branch in a single building used by an executive department. A new branch office also needs specific legal authorization. Both rules limit how the Publishing Office can expand.
Money that Congress appropriates cannot be spent to run more than one branch of the Government Publishing Office inside any single building occupied by an executive department. Also, a new branch of the Government Publishing Office cannot be set up at all unless a law specifically allows it.
Money appropriated by any Act may not be used for maintaining more than one branch of the Government Publishing Office in any one building occupied by an executive department of the Government, and a branch of the Government Publishing Office may not be established unless specifically authorized by law.
