This section addresses definitions. It sets the rules stated in the explanation.
In this chapter: (1) “Common carrier” has the meaning in section 40102 of this title. (2) “Passenger vessel*” has the meaning in section 2101 of this title. (3) “Secretary” means the Secretary of the department in which the Coast Guard operates.

The term “common carrier” has the meaning given that term in section 40102 of this title.
The term “passenger vessel” has the meaning given that term in section 2101 of this title.
The term “Secretary” means the Secretary of the department in which the Coast Guard is operating.
