46 U.S.C. § 8904 — Towing vessels

This law regulates towing vessels 26 feet or longer. It requires them, and vessels that tow disabled boats for pay, to have a Secretary-licensed operator. The Secretary can also set maximum work-hour and recordkeeping rules for their crews.
(a) A towing vessel* that is at least 26 feet long, measured end to end over the deck (not counting the sheer), must be operated by someone the Secretary has licensed to run that kind of vessel in that geographic area, under the Secretary's regulations.
(b) A vessel that tows another, disabled vessel in exchange for payment must also be operated by someone the Secretary has licensed to run that kind of vessel in that area, under the Secretary's regulations.
(c) The Secretary may make regulations setting maximum work hours — including requiring records of that work time — for people who work on a towing vessel that is at least 26 feet long, measured the same way as in subsection (a).
A towing vessel* that is at least 26 feet in length measured from end to end over the deck (excluding sheer), shall be operated by an individual licensed by the Secretary to operate that type of vessel in the particular geographic area, under prescribed regulations.
A vessel that tows a disabled vessel for consideration shall be operated by an individual licensed by the Secretary to operate that type of vessel in the particular geographic area, under prescribed regulations.
The Secretary may prescribe by regulation requirements for maximum hours of service (including recording and recordkeeping of that service) of individuals engaged on a towing vessel that is at least 26 feet in length measured from end to end over the deck (excluding the sheer).
