49 U.S.C. § 31131 — Purposes and findings

This law states the goals behind commercial vehicle safety rules: safer operations, healthier drivers, and better compliance with traffic laws. Congress explains why: safety rules reduce deaths, injuries, and property damage, and states can help enforce them well.
(a) Purposes. This subchapter has three goals: to promote safe operation of commercial vehicles; to reduce health dangers for commercial vehicle drivers and other employees whose jobs directly affect motor carrier safety; and to increase compliance with traffic laws and with commercial vehicle safety and health rules and orders issued under this chapter.
(b) Findings. Congress states four things it has found to be true: enhancing commercial vehicle safety, and thereby cutting highway deaths, injuries, and property damage, serves the public interest; better, more uniform safety measures and stronger enforcement would reduce deaths, injuries, and property damage tied to commercial vehicle operations; protecting the health of commercial vehicle drivers serves the public interest; and states that want to help can give the federal government valuable assistance in keeping commercial vehicle operations safe and healthy.
The purposes of this subchapter are—
to promote the safe operation of commercial motor vehicles;
to minimize dangers to the health of operators of commercial motor vehicles and other employees whose employment directly affects motor carrier safety; and
to ensure increased compliance with traffic laws and with the commercial motor vehicle safety and health regulations and standards prescribed and orders issued under this chapter.
Congress finds—
it is in the public interest to enhance commercial motor vehicle safety and thereby reduce highway fatalities, injuries, and property damage;
improved, more uniform commercial motor vehicle safety measures and strengthened enforcement would reduce the number of fatalities and injuries and the level of property damage related to commercial motor vehicle operations;
enhanced protection of the health of commercial motor vehicle operators is in the public interest; and
interested State governments can provide valuable assistance to the United States Government in ensuring that commercial motor vehicle operations are conducted safely and healthfully.
