The Secretary of Transportation may fund projects that improve ground transportation to airport terminals. These projects can be run directly by the Secretary or through grants or contracts. Priority goes to projects connecting airports to nearby rapid transit systems that fit regional transportation plans.
(a) General Authority. To make the country's airport and airway system better — in line with regional airport system plans funded under the Airport and Airway Development Act of 1970 — the Secretary of Transportation may carry out "ground transportation demonstration projects." These test ways to improve how people get from the ground to air carrier airport terminals. The Secretary can run a project directly, or through a grant or contract, including working with another federal department, agency, or instrumentality.
(b) Priority. When choosing projects, the Secretary must favor a demonstration project that: affects an airport in an area with an existing, nearby operating regional rapid transit system; connects the airport terminal to that transit system; matches and supports a regional airport system plan that the region's planning agency adopted and sent to the Secretary; and improves air travel access for people who live or work in the region by encouraging the best use of airports there.
To improve the airport and airway system of the United States consistent with regional airport system plans financed under section 13(b) of the Airport and Airway Development Act of 1970, the Secretary of Transportation may carry out ground transportation demonstration projects to improve ground access to air carrier airport terminals. The Secretary may carry out a demonstration project independently or by grant or contract, including an agreement with another department, agency, or instrumentality of the United States Government.
In carrying out this section, the Secretary shall give priority to a demonstration project that—
affects an airport in an area with an operating regional rapid transit system with existing facilities reasonably near the airport;
includes connection of the airport terminal to that system;
is consistent with and supports a regional airport system plan adopted by the planning agency for the region and submitted to the Secretary; and
improves access to air transportation for individuals residing or working in the region by encouraging the optimal balance of use of airports in the region.
