The Office of Personnel Management must help the President prepare rules for administering the competitive service when the President asks it to do so.
The Office of Personnel Management must assist the President, when the President requests it, in preparing the rules the President prescribes under this title for administering the competitive service.
The Office of Personnel Management shall aid the President, as he may request, in preparing the rules he prescribes under this title for the administration of the competitive service.
