50 U.S.C. § 493 — Authorization of appropriations

Congress authorizes appropriations from otherwise unappropriated Treasury money in amounts needed to carry out this chapter. If an appropriations law says so, the money remains available until spent.
Money in the United States Treasury that has not otherwise been appropriated may be appropriated in whatever amounts are needed to carry out this chapter. If an appropriations law specifically says that an amount remains available, that amount remains available until it is spent.
There is authorized to be appropriated, out of any moneys in the Treasury of the United States not otherwise appropriated, such sums as may be necessary to carry out the purposes of this chapter, and when so specified in an appropriation Act such amounts shall remain available until expended.
