This section lets NASA's Administrator give back federal legal authority over NASA land to a state. "State" includes the 50 states, D.C., Puerto Rico, and several U.S. territories. This power applies no matter what other laws say.
(a) Definition of State. In this section, "State" means any of the 50 states, the District of Columbia, Puerto Rico, the U.S. Virgin Islands, Guam, American Samoa, the Northern Mariana Islands, and any other U.S. commonwealth, territory, or possession.
(b) Giving Back Legal Authority. No matter what any other law says, the Administrator* may hand back to a State all or part of the federal government's legislative jurisdiction — meaning the government's authority to make and enforce laws — over land or interests in land that NASA controls in that State. This lets a State regain normal state-level legal control over NASA property within its borders, either fully or partly, at the Administrator's choice.
In this section, the term “State” means any of the several States, the District of Columbia, the Commonwealth of Puerto Rico, the United States Virgin Islands, Guam, American Samoa, the Northern Mariana Islands, and any other commonwealth, territory, or possession of the United States.
Notwithstanding any other provision of law, the Administrator* may relinquish to a State all or part of the legislative jurisdiction of the United States over lands or interests under the control of the Administrator in that State.
