This section explains the purpose of a research program on the Earth's upper atmosphere. It directs a federal administration to study and monitor the upper atmosphere's chemistry and physics. Congress declares this immediate research effort to be U.S. policy.
(a) Purpose. This subchapter's purpose is to have the Administration* create and run a full program of research, technology, and monitoring of the upper atmosphere*, so the country can understand it and keep its chemical and physical balance intact.
(b) Policy. Congress declares it is U.S. policy to start an immediate, appropriate research, technology, and monitoring program to understand the physics and chemistry of the Earth's upper atmosphere.
The purpose of this subchapter is to authorize and direct the Administration* to develop and carry out a comprehensive program of research, technology, and monitoring of the phenomena of the upper atmosphere* so as to provide for an understanding of and to maintain the chemical and physical integrity of the Earth’s upper atmosphere.
Congress declares that it is the policy of the United States to undertake an immediate and appropriate research, technology, and monitoring program that will provide for understanding the physics and chemistry of the Earth’s upper atmosphere.
