This section defines 'upper atmosphere' for this part of the law. It means the part of Earth's atmosphere above the troposphere. That's the only thing this short section covers.
In this subchapter, "upper atmosphere" means the part of the Earth's sensible atmosphere that sits above the troposphere. This section does not define "sensible atmosphere" or "troposphere" any further.
In this subchapter, the term “upper atmosphere” means that portion of the Earth’s sensible atmosphere above the troposphere.
