In running this upper-atmosphere program, the Administration must seek help from scientists and engineers abroad. It also works with international organizations. This happens under the President's direction and after consulting the Secretary of State.
While carrying out this subchapter, the Administration*, under the President's direction and after talking with the Secretary of State, must do everything it reasonably can to get the support and cooperation of appropriate scientists, engineers, and international organizations from other countries.
In carrying out the provisions of this subchapter, the Administration*, subject to the direction of the President and after consultation with the Secretary of State, shall make every effort to enlist the support and cooperation of appropriate scientists and engineers of other countries and international organizations.
