NASA must set up an independent panel to review and advise on space grant programs, fellowships, and college designations. The Administrator appoints panel members, mostly space experts, plus others in related fields. The panel meets twice a year and can exercise powers needed for its duties.

(a) Establishment. The Administrator must set up an independent group called the space grant review panel, which is not subject to the federal advisory committee rules in chapter 10 of title 5.

(b) Duties. The panel must review and advise the Administrator on (1) applications, proposals, and performance under grants and contracts made under sections 40304 and 40305; (2) the space grant fellowship program; (3) how space grant colleges and regional consortia are designated and run, and how their programs operate; (4) how the planning guidelines and priorities under section 40303(a) and (b)(1) are made and applied; and (5) any other matters the Administrator refers to it.

(c) Personnel and Administrative Services. The Administrator must give the panel whatever information, staff, and administrative help is reasonably needed for its work.

(d) Members.
(1) Appointment. The Administrator appoints the panel's voting members. Most must be especially qualified, by knowledge, experience, or training, in one or more space-related fields. The rest must be qualified in, or represent, education, extension services, state government, industry, economics, planning, or other space-resource-related work. The Administrator must consider possible conflicts of interest when appointing members.
(2) Chairman and vice chairman. The Administrator picks one voting member as Chairman and another as Vice Chairman. The Vice Chairman leads when the Chairman is absent or unable to serve.
(3) Reimbursement for expenses. Voting members who aren't federal employees get reimbursed for their actual, reasonable expenses doing panel work.
(4) Meetings. The panel meets twice a year, and also whenever the Chairman, a majority of voting members, or the Administrator calls a meeting.
(5) Powers. The panel can use whatever powers are reasonably needed to carry out its duties under subsection (b).
