The Secretary must write rules on three topics: storing important historic artifacts and records safely, setting one standard way to document historic property for the Library of Congress, and certifying local governments so they can receive transferred grant funds.
The Secretary* must write regulations covering three things. (1) They must make sure that important prehistoric and historic artifacts, and the records that go with them — the kind covered by subchapter I of chapter 3061, chapter 3125, or the Archaeological Resources Protection Act of 1979 (16 U.S.C. 470aa and following) — get stored in an institution that can properly care for them long-term. (2) They must set up one consistent process and standard for how public agencies and private parties document historic property*, so that documentation can become part of, or add to, the national historical architectural and engineering records kept at the Library of Congress. (3) They must cover how local governments get certified, following sections 302502 and 302503 of this title, and how funds get transferred to them under section 302902(c)(4) of this title.
The Secretary* shall promulgate regulations—
ensuring that significant prehistoric and historic artifacts, and associated records, subject to subchapter I of chapter 3061, chapter 3125, or the Archaeological Resources Protection Act of 1979 (16 U.S.C. 470aa et seq.) are deposited in an institution with adequate long-term curatorial capabilities;
establishing a uniform process and standards for documenting historic property* by public agencies and private parties for purposes of incorporation into, or complementing, the national historical architectural and engineering records in the Library of Congress; and
certifying local governments, in accordance with sections 302502 and 302503 of this title, and for the transfer of funds pursuant to section 302902(c)(4) of this title.
