6 U.S.C. § 563c — Inventory utilization

(a) General rule. Before buying more equipment for a mission need, the Administrator must, as far as practicable, use existing units in the Administration’s inventory. (b) Inventory tracking. (1) The Administrator must track the location, use status, and quantity of security equipment in that inventory. (2) The Administrator must use internal controls to keep accurate, current data on security technology that the Administration owns, has deployed, and is using. (c) Logistics. (1) The Administrator must establish effective and efficient principles for managing inventory. (2) The Administrator may not use just-in-time logistics if that would prevent needed planning for large-scale equipment delivery to airports or other facilities, or would unduly reduce the ability to increase supplies quickly in response to a terrorist threat.
