6 U.S.C. § 563d — Small business contracting goals

Within 90 days after December 18, 2014, and every year after that, the Administrator^* must report to the Senate Commerce, Science, and Transportation Committee and the House Homeland^* Security Committee: (1) the Administration’s record in meeting its published small-business contracting goals during the previous fiscal year; (2) if it missed those goals or performed below the Department’s published goals, (A) challenges and contributing factors, including departures from subcontracting plans, and (B) an action plan^* with benchmarks for each challenge. The action plan must be prepared after consultation with the Secretary^* of Defense and heads of Federal departments and agencies that met their published prime-contracting goals for small and minority-owned businesses, including small and disadvantaged businesses, in earlier fiscal years, and must identify policies and procedures the Administration^* could adopt to meet its goal; and (3) a status report on the prior fiscal year’s action plan, if one was required.
