Since July 5, 1952, the Secretary of Agriculture can contract with cooperatives that supply cotton classers and other classing facilities. Part of the payment for these services can be made in kind. The total payment cannot exceed the value of the cotton samples.
Since July 5, 1952, the Secretary may contract with cooperatives that supply classers and other facilities for classing cotton. The Secretary may pay for these services with an amount that can be partly "in kind" — meaning goods instead of cash. This payment cannot be more than the value of the samples involved.
On and after July 5, 1952, the Secretary may contract with cooperatives furnishing classers and other facilities for classing cotton and may pay for such services an amount, some part of which may be in kind, not in excess of the value of the samples.
