The Secretary must suspend or end an order, or part of an order, that obstructs or does not help carry out this subchapter’s stated policy. Suspending or ending an order is not itself treated as an order under this subchapter.
The Secretary* must suspend or end an order*, or a provision of an order, whenever the Secretary finds that it obstructs or does not help carry out this subchapter’s stated policy. Suspending or ending an order is not considered an order for purposes of this subchapter.
The Secretary* shall, whenever the Secretary finds that an order* or a provision of an order obstructs or does not tend to effectuate the declared policy of this subchapter, suspend or terminate the operation of the order or provision. The suspension or termination of an order shall not be considered an order within the meaning of this subchapter.
