42 U.S.C. § 18811 — Definitions

(a) Definitions. (1) “Energy management system” is a business process based on American National Standards Institute standards that lets an organization continually improve energy performance, including efficiency, security, use, and consumption. (2) “Industrial research and assessment center” is a Department-funded center at a college, trade school, community college, or union training program that deeply assesses small or medium manufacturer plants and identifies possible savings from efficiency, waste reduction, pollution prevention, and productivity improvements. (3) “Information and communication technology” is electronic equipment or systems, including their content, used to create, convert, communicate, or copy data, including hardware, firmware, software, protocols, networks, and interfaces. (4) “Institution of higher education” has the meaning in 20 U.S.C. §1001(a). (5) “North American Industry Classification System” is the Federal statistical standard for classifying businesses and collecting, analyzing, and publishing business-economy statistics. (6) “Small and medium manufacturers” are manufacturing firms in NAICS sectors 31–33 with annual gross sales under $100,000,000, fewer than 500 plant employees, and annual energy bills over $100,000 but under $3,500,000. (7) “Smart manufacturing” means advanced information, automation, monitoring, computing, sensing, modeling, artificial-intelligence, analytics, and networking technologies that digitally simulate production lines; operate computer-controlled equipment; monitor and communicate production status; manage and optimize energy productivity and cost; model and optimize factory-building efficiency; monitor and optimize building energy performance; design efficient sustainable products using digital prototypes and additive manufacturing; connect products in networks to monitor and optimize network performance, including automated operations; and digitally connect supply-chain networks.
