This law lists the goals of a chapter on university space research programs. Its goals include growing knowledge about space resources and using universities' skills for exploration. It also aims to fund graduate fellowships and build a network of space programs.
The purposes of this chapter are to: (1) grow understanding, evaluation, development, and use of space resources, by building a strong education base, useful research and training, and quick, wide sharing of knowledge and skills; (2) use the country's universities to help explore and develop the resources and opportunities of space; (3) support interdisciplinary space research programs at universities that (A) combine training, research, and public service, (B) partner with industry, and (C) fit with the Administration's overall program; (4) support groups of universities and industry members (called consortia) working together, when national goals are better met this way than by single universities acting alone; (5) support federal funding for graduate fellowships in space-related fields; and (6) support college and university activities that build a network of programs to boost what this chapter achieves.
The purposes of this chapter are to—
increase the understanding, assessment, development, and utilization of space resources by promoting a strong educational base, responsive research and training activities, and broad and prompt dissemination of knowledge and techniques;
utilize the abilities and talents of the universities of the Nation to support and contribute to the exploration and development of the resources and opportunities afforded by the space environment*;
encourage and support, within the university community of the Nation, the existence of interdisciplinary and multidisciplinary programs of space research that—
engage in integrated activities of training, research, and public service;
have cooperative programs with industry; and
are coordinated with the overall program of the Administration*;
encourage and support the existence of consortia, made up of university and industry members, in order to advance the exploration and development of space resources in cases in which national objectives can be better fulfilled through such consortia than through the programs of single universities;
encourage and support Federal funding for graduate fellowships in fields related to space; and
support activities in colleges and universities generally for the purpose of creating and operating a network of institutional programs that will enhance achievements resulting from efforts under this chapter.
