10 U.S.C. § 233a — Annual report on force structure changes exhibit for the defense budget

(a) Annual Report. Not later than 10 days after the President's budget for a fiscal year is submitted to Congress under section 1105 of title 31, the Secretary of Defense must submit to the congressional defense committees a report on any major weapon systems the budget proposes to divest, re-prioritize, or retire. (b) Contents. Each report must include: (1) identification of every major weapon system the Secretary proposes to divest, re-prioritize, or retire over the five fiscal years following the report; (2) budget line-item details related to each system identified; and (3) for each proposed change, an explanation of (A) the timeline, including factors that could speed it up or slow it down; (B) any associated cost savings; (C) the reasoning behind the change, including a qualitative risk assessment based on the most recent National Defense Strategy; (D) any critical dependencies with other programs that could affect the timeline; (E) what will happen to the weapon system afterward; and (F) what system or systems are expected to take over the military requirements the old system met. (c) Relationship to other reports. The Secretary must make sure this report does not conflict with the report required under section 222e of this title. (d) Definition. In this section, "major weapon system" has the meaning given that term in section 101(a) of this title.
